Permit Types & Eligibility

All staff are required to apply for a permit to park in RUH staff car parks. Please take a look at the options below to find out which permit applies to you.

Appeals Process for Declined Parking Permit Applications

If your parking permit application has been rejected, please read the initial reason provided. If the issue can be resolved by yourself, please make the necessary changes and re apply following the advice given.

Common Reasons for Rejection
  • Incorrect documentation provided – Evidence is required for:
    • On call duties
    • Regular off site meetings
    • Working in the community
  • Applicant resides inside the exclusion zone – Your distance to your place of work is less than the required limit.
  • Applicant does not meet the criteria – Your distance to your place of work is less than the required limit or your total travel time to work is less than 45 minutes.
  • Applicant applied for the wrong permit – Please check the intranet pages for the criteria before applying.

Vehicle & Access Updates

Staff MUST update parking records immediately if:

  • Changing or adding a vehicle
  • Moving address
  • Using a temporary or hire vehicle
  • ANPR access needs updating
  • Requesting access to St John's Car Park (swipe only)

PCNs / Enforcement

Issued for:

  • Unacceptable parking
  • Failure to pay
  • Yellow lines or crosshatching
  • Blocking routes or barriers
  • Parking on verges or unauthorised bays

PCN Cost:

  • £80
  • Reduced to £40 if paid within 14 days

Appeals follow Saba / POPLA procedures only.

Payment Rules and Changes

  • Staff must pay within the 90 minute payment window.
  • If payment is forgotten, an additional payment must be made (cannot be backdated).
  • Salary deductions operate in arrears.
  • To change from salary sacrifice to daily/monthly:
    • Email Car Parking Manager ruh-tr.carparkingstaff@nhs.net
    • Renew permit using new payment method
    • Refunds (when authorised) will be returned in the next payroll run and will be paid on the next available pay date, subject to payroll cut off deadlines. If the request is received after the cut off date, the refund will be processed in the following month's payroll.
  • Permit type changes must be emailed to the Car Parking Manager.
  • If you have mutable positions such as student and bank position, then you opt for a standard permit.
